Our founders, in partnership with PVO-Vesivoima, have developed one of the world’s most advanced turbine governors for hydropower, referred to as “the world’s first AI-powered hydropower plant.” This breakthrough—born from over seven years of close collaboration between industry and academia—demonstrates how our expertise in control theory, modeling, and digital optimization can be translated into practical, high-impact solutions for modern energy systems.
In the hydropower industry, enabling Kaplan turbines to provide Frequency Containment Reserve (FCR) has long been considered technically “impossible.” Major industry players and solution providers had written it off as unachievable—too complex, too constrained by physics and legacy systems.

As university researchers from the Intelligent Machines and Systems research unit at the University of Oulu, in collaboration with PVO-Vesivoima Oy, we undertook this seemingly impossible task. What began in 2017 as a small, high-risk research initiative evolved into a groundbreaking solution—the first and only one in the Nordic region capable of qualifying Kaplan turbines for FCR provision.
By 2019, our control systems developed for PVO-Vesivoima Oy were live and operational. They have been utilized on 15 turbines across Finland, consistently meeting the strictest FCR standards—and proving the industry wrong.
